Councillors receive complaints about Locks Heath’s Shopping Centre Eyesore

Locks Heath ward councilors have received many complaints about the fenced-off area of Lockswood Shopping Centre Car Park that is creating an eyesore.

Permission was granted for a McDonald’s take-away, and work started. But then McDonald’s decided against development.
So a planning application was made for a Kentucky Fried Chicken outlet - which was refused.
Next, an application to return the site to a car park was granted.
However, Councillor Ruth Godrich has said: “Despite requests, the owners are reluctant to carry out work in the present economic climate.”
It seems this will eventually become a car park when the economy picks up, but can anyone think of anything that might be more useful in its place?

To be honest, it should be something to help the community, not hinder it. Anything like Maccy D's is only going to harm Locks Heath.

ReportSo who are the owners?; McDonald's? A developer? FBC?
If McDonald's changed their mind after authorising work to commence, they should be forced to re-instate the area to it's original state. No excuses. Why hasn't FBC enforced this?
This is a terrible eyesore and has been for several years.
